ADMINISTRATIVE MEASURES IN THE FIELD OF COUNTERING TERRORISM IN RUSSIA AND ABROAD

Abstract
Background. Terrorism is a global threat that requires extraordinary countermeasures. Taking into account the fact that the main task of the state in this field is to prevent terrorist attacks, various administrative measures aimed at preventing criminal acts are increasingly in demand. The main aim is to study foreign practices of introducing administrative measures in the field of countering terrorism and preventing manifestations of terrorism. Materials and methods. The empirical basis of the study is made up of various foreign acts, among which the Internal Security Act of Singapore dated July 27, 1960 No. 18, Law of the French Republic dated October 30, 2017 No. 2017–1510 “Strengthening national security and combating terrorism” and Terrorism Prevention and Investigation Measures Act 2011 of the United Kingdom Act should be highlighted. The main research method is comparative legal, which allows transferring the foreign practices into Russian law-making practice. Results. The main conclusion is to determine the effectiveness of legislative acts that establish administrative measures against persons in respect of whom there are sufficient grounds for suspicion of involvement in terrorist activity. The main objective of such measures is terrorism prevention, identification of persons suspected of involvement in terrorist activity and their social rehabilitation. Conclusions. The article substantiates the need to establish registers of preventive records of persons suspected of involvement in terrorist activity and to introduce administrative control measures that provide for certain restrictions on the fundamental human and civil rights and freedoms.
